Documents to be submitted

1. Which associating documents the Department of the Public Administration shall submit in case if it is a Partner to the project? Shall the Regulation for Department be submitted and its translation into English? (Ukraine)

   Referring to the point 2.2.1 of the Guidelines for the applicants “Application Form, its annexes and supporting documents” among the supporting documents which should be submitted together with the Application Form, each Partner organization has to submit the Statutes or article of association. Where the Partner is a public body created by law, a copy of the relative legislation act must be provided.

2. Shall the Order about the right to sign documents and its translation be submitted in case if the authorized representative of the organization is the Deputy Head and will sign the Partnership agreement?

   According to the point 2.2.1 of the Guidelines for the applicants “Application Form, its annexes and supporting documents” the original specimen of signature of the legally authorized representative of the Applicant organization issued by a notary public must be provided.

3. Is Bank Declaration enough to ensure the availability of Applicants / Partner's own contribution?

   Bank Declaration is not required to be submitted.

   Please note that only the Grant Application Form including the Partnership Statement and Declaration by the Applicant and the published annexes which have to be filled in [Budget; Project team and CVs of the key permanent staff of applicant/partner which will be involved in the Action implementation; Logical Framework (only in case of actions where the requested grant exceeds 100,000 EUR] as well as the supporting documents detailed in point 2.2.1. of the Guidelines will be evaluated. It is therefore of utmost importance that these documents contain ALL relevant information concerning the Action.

4. The Building permission in Ukraine is provided only after the subcontractor (organization who will perform the construction works) is selected (meaning after the tender procedure). Is it possible to submit any other equivalent document instead of Building permission?

   As according to Ukrainian legislation it is not possible to obtain building permission before the project start, it is acceptable that Ukrainian organisations will not provide this document as an annex to their Application. Nevertheless, all other investment supporting documents are still obligatory to be submitted (see Guidelines for grant applicants point 2.2.1 Application Form, its annexes and supporting documents, pp.19-20). Moreover, Applicant or the relevant Partner (depending on who is responsible for construction) must provide the ‘Declaration of obtaining a building permission'. In this declaration the responsible Partner must guarantee that the building permission will be issued in time before carrying out the construction works and without causing any problems or detriments to the project implementation as well as any third parties. Before signature of the Grant Contract the relevant Partner, if possible, must provide the building permission itself.
