Eligibility of applicants

1. Is an EGTC or Euroregion eligible applicant? Do they need additional partners or they fulfil the partnership requirement on their own?

   EGTCs are eligible as they are considered as public law bodies (Art 3.1 of Regulation 1082/2006)
   An EGTC should be treated as a single legal entity under the law of the Member State where it has its registered office. This means that at least one partner from an ENPI country is required for a proposal to be eligible. 
   Thus, EGTCs or Euroregions are eligible to participate as applicants because they are associations of public sector bodies.
   They fulfil on their own the EU/ENPI partnership requirement if:
   - they include members from both EU MS and ENPI countries participating in the programme
   - it is clearly indicated in the application form that activities under the project will be implemented by at least 1 entity from an EU MS and at least one entity from an ENPI country. As an example, it would not be enough that a Euroregion or an EGTC includes a partner from Ukraine if this partner will not implement any activities under the project.
    

2. Do the rules of the limited participation refer to the entire project or just to the partner which are registered and located on adjacent area with limited participation?

   Rules of the limited participation refer to the entire project if the partner from the adjacent area participates in the project. Pls follow the Guidelines for the grant applicants point 1.2.2.

3. Is it necessary to include the Partner level Budget in the Application?

   According to the Application Package you have to use the given excel template for the budget (Annex B). In this template for every budget line in column B you have to mention the name of the Partner who will have that expenditure. So when you submit your application it is not necessary to include a Partner level Budget.

   In case the Application will be selected for financing, the Beneficiary will be requested to submit the Partner level Budgets during the pre-contracting procedure.
